The Netherlands has different licensing systems for the different types of games of chance. Since 1 October 2021, there has been a regulated market for remote gambling. Interested parties can apply for a licence from the Netherlands Gambling Authority to offer this type of games of chance to Dutch consumers.
An open licensing system also applies to charity lotteries. Companies wishing to organise such a lottery must obtain a licence from the Netherlands Gambling Authority to do so. The other Dutch lotteries (e.g. the State Lottery) are offered on the basis of a single-licence system, by Nederlandse Loterij. Land-based horse race betting is also subject to a single-licence system and the offering of land-based casino games is only allowed to Holland Casino. In contrast, the gaming machine market has been privatised. Based on municipal available licences and a national operating licence, these games of chance can be offered.
